How do I make powerups as Default Abilities

Hello, I was just wondering if it was possible to make the player character permanently have a powerup by default (Blue Shell, Fire Flower) without needing to change states. For example, Mario can be able to shoot fireballs with the Hammer Suit or Blue Shell.
