I'd just like to ask if it's possible right now to increase or decrease the screen resolution inside of an config pack. I saw the screen-width and screen-height variable in the engine.ini file but changing it didn't do anything.

Yes, than thing is planned to provide different screen resolutions per game, but temporary everything is working in 800x600.
