How does they work? I tried to search in the tutorial, but I didn't find anything.

Tileset group is:
Tab - Cathegory, to create new simply create tileset group with defined category in them and new category will be automatically created.
Combobox - tileset group name

P.S. Good reason to write more about using of tilesets in the "Quick start" which I will write after some changes before stable
