"Add to New Layer" Bug [fixed]

If you add a layer by right-clicking on an object and selecting "Add to New Layer," The layer doesn't show up in the event options for layer visibility or movement until you save and reload the file. I don't think it had this problem before.

I think, I forgot to call layer list refresh after adding of new layer by "Add to New Layer", will check
