How do you rotate a block all 360 degrees?

You can't, howerer, you can rotate some NPCs.

NPC-340, 339, 308 and 337 can be rotated by advance setting (or ivala for npc-339).
The easier way to rotate is with npc-340, go to advanced option and set the "Angle".
