Behaviour of hammer bros and brick blocks

In the original allstar games the hammer bros are able to jump "through" brick blocks (not sure if they can do this with other types of blocks as well) to change the 'level' (from ground to top or other way around). This actually was never possible in SMBX. Can this be "adjusted"?
Edit: From what I have seen in Mario Maker, the Hammer Bros. can jump "through" these bricks as a matter of principle. They can also jump back on a lower level, but I guess most people know this behaviour. Right now the Hammer Bros. are partially useless since their behaviour right now does not make them that dangerous as they are supposed to be as like as in the original games.
