[BUG] Clown Car when its top collides with shells

When a shell touch the top of clown car, even if it's not rolling, it will hurt the player.
However, the shell would not hurt the player in 1.3.
I hope the problem can be fixed, since its destroy the game experience and strange. I also noticed this bug exists since 1.4.4.
