Power-Up System (Freeze) bug [Fixed Patch 26]

When the player shrinks or grows with a "normal" power-up, the NPCs should be frozen exactly for 37 frames.
Also when the player grows with a "special" power-up (Leaf, Tanooki Suit, Hammer Suit and Frog Suit) the NPCs should be frozen for exactly 12 frames.

Also, the npcs should remain in the same frame when frozen until they're able to move again
