Player doesn't throw Ice balls when spin jumping in Penguin Suit

Mario, Luigi and Toad doesn't throw Ice balls when spin jumping in Penguin Suit.

That's weird. In NSMBwii the players also throws ice balls when spin jumping. It also creates some inconsistency between ice flower and penguin suit's ice balls. I wonder why 5438A38A decided to make it that way...
