Bug or intended? (Peach)

In 1.3 peach resets her fly after stomping on an enemy but in 1.4 she doesn't reset her fly.
I think the reset should be brought back in 1.4 because this (bug?) makes peach less fun to play.

And this potentially render some Peach-only impossible to complete. As in such level Peach needs to maintain flight for long distance.
