NPCs ignoring damage with fireballs

I noticed this long time ago but I always forget to report it. :P
This happens with all the enemies which have multiple health points. This is a bit hard to explain so I will upload a gif:
Look at the variable "h", this variable is the health points of the NPCs. I shooted 5 fireballs but the game just recognized 3, why? aparently after you shoot a fireball, the NPC will ignore other fireballs for a short period of time. This should not happen (in SMBX 1.3 this don't happen either) because the player already has a limit and can't shoot fireballs too quickly, then why the NPCs have this limit to receive damage too?
Also I'd like to suggest make the effect-75 plays the double of faster. :)
