best way to achieve smb3 float blocks effect?

does any body know the best way to achieve the smb3 float block effect from the water levels?

I know they rise and sink but they also slow down before stopping and I don't feel like making a ton of events for something like this.
I would also like to know how to make it float up and down while sinking and rising too, and that would really clutter my level with events

bump I see that 29 people have viewed this post. anybody have an idea of how to do this?

I feel it would have to do with the variables tab in the event editor.
if so can someone explain how to do this? I was messing around in the variable tab but I'm not quite sure how to use it.
