I noticed if I jump on bullet bill and make it die, bug isn't really there, so making an event/script that makes bullet bill die after a point might solve the problem. But the bug is that bullet some times not break blocks while it is alive(sorry but I couldn't understand you well, what do you mean...

Something wrong with "No Entry Scene" option

I'm not sure if I understand this option correctly but it should not show this image when warping to another level if checked:

So I checked the "No Entry Scene" option but it still showed:
