Some of these are possible.
You can use auto-run events for the starman music.
You can make the music faster when the timer almost runs out using scripts.
I think hammer bros. do move on paths.

I don't know much about TeaScript, but I think you can use global variables for that. You can find the Global Variables in World Map Settings.

The script only affects the NPC's movement, it's moving fine but has no collision at all.
