I tested this feature in the newest build and it works fine, but I noticed that the NPC's default graphic is always shown when you use it. What about animations:
You need do open "application settings" and change animation limit value from 9000 to 25000 and more. This option turn off animation if on map too many items was placed.

It seems to be working correctly now. I like how you made it so the open files are in tabs now, instead of different windows. :) You should make the scroll bars in the level window less sensitive. Oh, I think, I made a mistake in the bgo's ini file. Please tell us the id of the bgo which must have the rendered foreground?
You can edit them with the flag in lvl_bgo.ini by this id.
You can get the item id by hovering with the mouse over them inside the item toolbox.
