There's a bug with the jigsaw game, I've already beat the minigame and unlocked the feature "permanently", however, this feature won't show everytime I open the editor, it will show randomly (like the minigames).
I guess the "clifturn" code won't work on this case, I'd suggest use a custom block that affects NPCs only, a type of block that acts like a bridge but horizontal, which NPCs can not stand there. Of course this block will be invisible.

You must put the scflash.png and the font of numbers/letters the HUD is using in the same folder of your level, not inside the graphics folder. Maybe this is the problem.
