They do nothing from themselves. They just toggle between "on" and "off" blocks and play the "switch" sound effect. If you want them to do anything, you will have to use events/scripts.

No, this is not a bug. This is just how smbx works. It adds acceleration towards down to make the player "stick" to the npcs (platforms) that moves down, if this wouldn't happen, you would see the player doing little hops every time a platform goes down. (In smbx 1.3/2.0, this is even weir...
